They can be purchased from the DLC Shops Famed Gourmet Chefs run by the Head Fire Dragon and a Fire Dragons Member in the Bellyfull Canteen in the Empire of Mor Ardain during the DLC Quest Midnight Feasting upon installing the New Quests Pack 1 of the Expansion Pass.
