Cracked Bills are common materials in Xenoblade Chronicles. They can be obtained from Gust Vangs, Black Flamii, and Oasis Flamii on Bionis' Leg. Cracked Bills are not otherwise obtainable. According to their description, someone could attach a stick to them to make shovels, though they would not be usable.
