Rise of the Blood Lobster is a Normal Mission in Xenoblade Chronicles X. It can be received from the Blood Lobster at the Outfitters Test Hangar in the Industrial District in New Los Angeles. A red toy lobster can be found at the left side of the hangar to trigger the mission.
Red light signals can be seen by night where the Stuffed Lobsters are.
