They can be made at the DLC Shop Famed Gourmet Chefs run by the Head Fire Dragon and a Fire Dragons Member at the Bellyfull Canteen in the Empire of Mor Ardain during the DLC Quest Midnight Feasting upon installing the New Quests Pack 1 of the Expansion Pass.
